The Deputy Town Clerk reported that apologies for absence had been received from Cllr Chard, Cllr Burgess-Kennar and Student Advisor, Evie Robinson.

P/4925 MINUTES OF PREVIOUS MEETING
RESOLVED: That the Minutes of the Meeting held on 11th November, having been circulated, be approved and signed as a correct record.
P/4926 PLANNING APPLICATIONS
Members considered the planning applications as detailed in Annex A attached.
Planning Application 11/97900 – 47-49 High Street, Ringwood
As two members of the public wished to speak on this application, it was considered first.
The Deputy Town Clerk said that unfortunately there was no Conservation Officer’s report. The applicants, who were present, said that they had tried to ensure their application met the recommendations made by the Officer during the pre-application discussion. The relocation of the interior staircase was necessary for security within the shop sales area. The newel posts and banisters would be retained and stored.
After 40 years in Ringwood, Allum & Sidaway were expanding and would hopefully be employing more staff in future. Structural changes to the roofs at the rear of the property would not have much effect on appearance, as they were aimed at improving security. Members agreed to recommend approval as shown in Annex A attached.
Cllr Rippon-Swaine joined the meeting.
RESOLVED: That the observations summarised in Annex ‘A’ be submitted.

P/4927 APPEAL REGARDING APPLICATION 11/97458
Members considered an appeal submitted to the Planning Inspectorate in respect of application 11/97458 - Land rear of LLOYDS BANK, 25 HIGH STREET, RINGWOOD - 4 dwellings comprised: 2 pairs of semi-detached houses; parking; access.
RESOLVED: That the Council’s original observation required no further comments or alteration.
P/4928 GOVERNMENT CONSULTATION DOCUMENTS
The Committee considered the government consultation document: Community Infrastructure Levy – Detailed proposals and draft regulations for reform. Members considered the proposed response to the Consultation as shown in Annex B. Two small amendments were agreed - shown underlined in Q11 and Q12 on page 3.
The Deputy Town Clerk advised that the consultation on Neighbourhood Planning Regulations should be noted, but it was not thought necessary for the Council to respond.
RESOLVED:
- That the amended response to Community Infrastructure Levy – Detailed proposals and draft regulations for reform as shown in Annex B be submitted; and
- That that the consultation on Neighbourhood Planning Regulations be noted.
There being no further business, the Chairman closed the meeting at 3.29pm.
