P/4725 Apologies

The Deputy Town Clerk reported that apologies for absence had been received from Cllr Cole.

P/4726 Declarations of Interest

P/4728 Planning Application 09/94774 – Cllr Wiseman declared a personal and prejudicial interest in this planning application, as a close relative lives in the area. Cllr Wiseman left the room, taking no part in the debate or decision made.

P/4728 – Planning Application 09/94725 – Cllr Woodifield declared a personal and prejudicial interest in this application as she is related to the applicant. Cllr Woodifield left the room, taking no part in the debate or decision made.

P/4727 Minutes of Previous Meeting

RESOLVED: That the Minutes of the Meeting held on 4th December 2009, having been circulated, be approved and signed as a correct record

P/4728 Planning Applications

Members considered planning applications in respect of periods ending 2nd December, 9th December, 16th December, 23rd December 2009 and 30th December.

P/4728 Planning Application 09/94774 – Cllr Wiseman declared a personal and prejudicial interest in this planning application, as a close relative lives in the area. Cllr Wiseman left the room, taking no part in the debate or decision made.

Five members of the public had attended the Meeting to comment on 09/94774 – Land at New Road. The resident at No 23 commented that the proposal for two terraces of three houses was considered over intensive and uncharacteristic for the area. Another resident, Mrs Creasey, handed round photographs showing that the typical buildings consisted of bungalows with large gardens. There were also concerns about limited provision of parking.

After some debate, Members recommended refusal for the reasons outlined in Annex ‘A’ attached.

P/4728 – Planning Application 09/94725 – Cllr Woodifield declared a personal and prejudicial interest in this application as she is related to the applicant. Cllr Woodifield left the room, taking no part in the debate or decision made.

RESOLVED: That the observations summarised in Annex ‘A’ be submitted.

P/4729 Cycle Route Proposals

Following consideration of Cycle Route Proposals at the Meeting on 4th December 2009 (Minute P/4724 and Annex ‘D’ refer), Ashley Finch, Student Advisor, was invited to report on a study conducted at School on this issue. The students had identified a need for cycle lanes in Parsonage Barn Lane and Eastfield Lane, to facilitate students’ cycling to School. Existing cycle parking in the Town Centre car park should ideally be under shelter and with security cameras. They also suggested cycle parking at Carvers Recreation Ground, which is used for BMX biking.

Cllr Wiseman suggested that as there was a need for additional cycle parking in the Market Place, this could possibly be added to the remit of the Jubilee Lamp Working Party (F/4457 Policy & Finance 16.09.09).

The Chairman stressed that the point should be made that some of the on-road cycle routes were undeliverable, due to the narrowness of many of the streets. There were also concerns about the safety of some of the crossings.

RESOLVED:

1) That concerns about the deliverability of the cycle routes on some of the narrow streets such as Hightown Road be put forward (see P/4724 Annex ‘D’ map 04.12.09);

2) That concerns about the safety of the proposed crossing point near the Lamb Inn in Christchurch Road be put forward;

3) That a crossing for cycles/pedestrians on Christchurch Road be recommended as vital;

4) That cycle parking be proposed for the Market Place and Carvers Recreation Ground and that existing Town Centre cycle parking be provided with cover and with security cameras;

and

5) That it be confirmed that the proposed route to the north extends as far as Poulner Infant and Junior Schools.

RECOMMENDED TO POLICY & FINANCE COMMITTEE:
That the need for cycle parking in the Market Place be considered for addition to the remit of the Jubilee Lamp Working Party (F/4457 Policy & Finance 16.09.09)

P/4730 A31 Ringwood to Ashley Heath Improvements

The Committee was asked to nominate two Councillors to attend a meeting proposed by the Highways Agency for February 2010 (date to be confirmed). The venue was expected to be in Ringwood.

RESOLVED: That Cllrs Terry and Clarke be appointed to attend the meeting.

There being no further business, the Chairman closed the meeting at 4.05pm.
