Minutes of the Annual Meeting of Ringwood Town Council - Held on Wednesday 26th May 2010 at 7.45pm

There were ten members of the public present, including two councillors from New Milton Town Council.

C/5031 Apologies

The Town Clerk reported that apologies for absence had been received from Cllr Chambers and Cllr Urwin.

C/5032 Declarations of Interest

There were none declared at this time.

C/5033 Election of Town Mayor

Cllr Ford was nominated for Town Mayor, proposed by Cllr Heron and seconded by Cllr Clarke. There were no other nominations.

RESOLVED: That Cllr Ford be elected as Town Mayor for the ensuing year.

Cllr Ford took the chair for the remainder of the meeting.

C/5034 Declaration of Acceptance of Office by Town Mayor

Cllr Ford read and signed the Declaration of Acceptance of Office, witnessed by the Town Clerk, and thanked all the councillors for this honour.

C/5035 Election of Deputy Town Mayor

Cllr Heron was nominated for Deputy Town Mayor, proposed by Cllr Ford and seconded by Cllr Woodifield.

Cllr B Terry was nominated for Deputy Town Mayor, proposed by Cllr Cole and seconded by Cllr Chard.

A secret ballot was requested by more than two members, in accordance with Standing Orders. Cllr B Terry won the majority of the votes.

RESOLVED: That Cllr B Terry be elected as Deputy Town Mayor for the ensuing year.

C/5036 Declaration of Acceptance of Office by Deputy Town Mayor

Cllr B Terry read and signed the Declaration of Acceptance of Office, witnessed by the Town Clerk.

C/5037 Representatives on Outside Bodies

Members noted that representatives had been appointed to outside bodies for four years in 2007 and would continue in office unless they resigned. All Members indicated their willingness to continue with their present roles.

RESOLVED: That the updated list of representatives on outside bodies be as shown at Annex ‘A’

C/5038 Membership of Committees

Members considered the appointment of members to Standing Committees.

Standing Orders provide for Councillors to be appointed for a four year period (2007 to 2011) subject to amendments being possible at each Annual Meeting. Initially the Council restricted membership of committees to eight, including the Mayor and Deputy Mayor. However, following a previous casual vacancy, membership of the Planning, Town & Environment Committee was increased to nine.

No members wished to relinquish membership of the Planning, Town and Environment Committee or the Recreation, Leisure and Open Spaces Committee.

RESOLVED: That there be no change to membership of the Planning, Town & Environment and the Recreation, Leisure & Open Spaces Committees (Annex ‘D’).

C/5039 Minutes of Previous Meeting

RESOLVED: That the minutes of the Meeting held on 28th April 2010, having been circulated, be approved and signed as a correct record.

C/5040 Planning, Town & Environment Committee

Cllr Clarke presented the minutes of the Planning, Town & Environment Committee meeting held on 7th May 2010.

RESOLVED: That the minutes of the Planning, Town & Environment Committee meeting held on 7th May 2010 be received.

C/5041 Recreation, Leisure and Open Spaces Committee

Cllr Brian Terry presented the minutes of the Recreation, Leisure and Open Spaces Committee meeting held on 12th May 2010.

RESOLVED: That the minutes of the Recreation, Leisure and Open Spaces Committee meeting held on 12th May 2010 be received.

C/5042 Policy & Finance Committee

Cllr Heron presented the minutes of the Policy & Finance Committee held on 19th May 2010. It was noted that with reference to Recommendation F/4585 Honorary Titles and Officers of Dignity, there would be a special Council meeting on the 16th June, when the formal decision would be made.

RESOLVED: That the minutes of the Policy & Finance Committee meeting held on 19th May, 2010 be received and that the recommendations therein be approved.

C/5043 Communications to be Received

The Town Mayor reported that Steve Simpson, Chairman of Ringwood Town Football Club, had praised the ground staff, led by Clive Wentworth, for their excellent maintenance of the pitches.

C/5044 Reports from County and District Councillors

District Councillor Treleaven presented his written report (Annex ‘B’).

District Councillor Heron reported that the Cabinet papers relating to the Gateway Project were now in the public domain. There was a New Forest National Park Authority meeting on the following day to consider the core strategy.

District Councillor Ford presented her written report (Annex ‘C’). She welcomed the fact that there were less abandoned shopping trolleys in evidence, which was due to the District Council having powers to impound them after a certain length of time. She added a plea to anyone seeing a trolley abandoned anywhere, to notify the store in question in the first instance, so they could be collected.

New Milton Town Councillors Goff Beck and Paul Woods congratulated the Town Mayor and Deputy Town Mayor on their appointments and then left the Meeting.

C/5045 Adjournment of Meeting

At 8.14pm it was

RESOLVED: to adjourn the meeting until the end of the individual committee meetings.

On resumption of the meeting at 8.22pm:

C/5046 Appointment of Members to the Policy & Finance Committee

Meetings of the Planning, Town & Environment Committee and the Recreation, Leisure & Open Spaces Committee had been held during the adjournment. The Chairman of each Committee had been re-elected for a further year and automatically appointed to the Policy & Finance Committee.

No member wished to relinquish membership of the Policy & Finance Committee.

RESOLVED: That no change be made to membership of the Policy & Finance Committee (Annex ‘D’)
