The Deputy Town Clerk reported that apologies for absence had been received from Cllr Steel, Cllr Woodifield, Cllr J Terry, Cllr Cole, Cllr Ford and Ashley Finch, Student Advisor.
P/4637 Declarations of Interest

P/4638 Minutes of Previous Meeting
RESOLVED: That the Minutes of the Meetings held on 24th April and 6th May 2009, having been circulated, be approved and signed as a correct record.
P/4639 Planning Applications
Members considered planning applications in respect of periods ending 22nd April, 29th April, 6th May and 13th May 2009.
RESOLVED: That the observations summarised in Annex ‘A’ be submitted.
P/4640 Appeal Regarding 34 The Mount, Poulner
Members considered the grounds of an appeal in respect of Application No 08/92960:- 34 The Mount, Poulner – Two storey side extension. The Town Council’s observation was Permission (1).
RESOLVED: That no further comments be submitted to the Planning Inspectorate.
P/4641 Southampton Road Environmental Improvements
Members received notes of a meeting of the Steering Group held on 29th April 2009 (attached as Annex ‘B’).
The Deputy Town Clerk gave Members initial feedback from the public exhibition held on 13th and 16th May 2009, although formal feedback was not yet available. The exhibition had attracted a large number of people, including residents and representatives from local businesses, and many had completed comments forms, which had yet to be analysed. Cllr Wiseman and Cllr B Terry reported some of the concerns raised at the Ringwood Society meeting the previous evening. The Deputy Town Clerk stressed that the Ringwood Society should be encouraged to submit an official response by the deadline of 1st June. Cllr Wiseman agreed to inform the Ringwood Society.
Cllr Clarke left the Meeting at 3.15pm for an appointment. It was agreed that Cllr B Terry should take the Chair.
After some discussion about the ‘shared space’ idea in Southampton Road, Members concluded that this area should ideally be ‘access only’, which would also allow for the pavements at Friday’s Cross to be widened, as the buses would no longer turn the corner there. However, this would need to be considered in the light of a final decision about the link to the A31 from the Market Place. It was also felt that there should be better demarcation in the ‘shared area’ to show clearly the route for vehicles.
Members considered whether the Town Council wished to submit any comments on the proposals.
RESOLVED:
1) That the notes of the Southampton Road Environmental Improvements Steering Group Meeting held on 29th April be noted;
2) That in response to the public exhibition of proposals for Southampton Road held on 13th and 16th May, with regard to the proposed ‘shared space’, the Committee considered that, subject to the results of the public consultation, demarcation was preferable, for safety of pedestrians, future security for shops and to ensure clear directional indications to traffic and that this area should ideally be closed to vehicles except for access.
P/4642 Town Access Plan
Members received notes of the Town Access Plan Steering Group meeting held on 21st April 2009 (attached as Annex ‘C’). The Deputy Town Clerk commented that the next key step was the stakeholders’ workshop on 2nd July. The invitation list would incorporate all members of the former Town Plan Transport Working Group, Mrs V Sullivan, district and county councillors and representatives from schools and youth groups. Members considered which Town Council representatives should be appointed to attend and it was
RESOLVED:
1) That the notes of the Town Access Plan Steering Group meeting held on 21st April be noted;
and
2) That Cllr Chard, Cllr Clarke, Cllr Wiseman, Cllr B Terry, Cllr Woodifield and the Town Mayor, Cllr Ford, be appointed to attend the stakeholders’ workshop on 2nd July at 6.30pm at the District Council’s Ringwood offices.
P/4643 Transport Contributions
Members considered the Deputy Town Clerk’s report (attached as Annex ‘D’).
RESOLVED: That the District and County Councils be requested, as a matter of urgency, to prepare appropriate policies and/or strategies that clearly show the need for contributions from developers for transportation improvements (such as those listed in paragraph 1.5 of the report in (Annex ‘D’ ) arising from approval of planning applications.
P/4644 Appeal Hearing – Holly Hill, Hangersley
With regard to the Appeal relating to Application 08/93423 ‘Retention of Access Track’, at Holly Hill, Hangersley, Members considered whether to attend the Appeal Hearing at South Efford House, Milford Road, Lymington on 10th June 2009 at 10am. Note: Members had previously resolved at the Meeting on 30th January with regard to this Appeal that representation be made to the Planning Inspectorate in support of retention of the access track, subject to conditions (Minute P/4616 30.01.09 refers).
RESOLVED:
1) That no Member present wished to attend the Appeal Hearing;
and
2) That any Member not currently present who wished to attend be requested to contact the Deputy Town Clerk as soon as possible.
There being no further business, the Chairman closed the meeting at 3.45pm.
