P/4645 Apologies

The Deputy Town reported that apologies for absence had been received from Cllr B Woodifield.

P/4646 Declarations of Interest

There were none.

P/4647 Minutes of Previous Meeting

RESOLVED: That the Minutes of the Meeting held on 22nd May 2009, having been circulated, be approved and signed as a correct record.

P/4648 Planning Applications

Members considered planning applications in respect of periods ending 20th & 27th May and 3rd & 10th June 2009.

RESOLVED: That the observations summarised in Annex ‘A’ be submitted.

P/4649 Land West of Crow Lane

Cllr Clarke reported that he had attended the New Forest District Core Strategy Examination during the two days when housing has been discussed. It was noted that land west of Crow Lane and a second site in Totton had been specifically identified in the Core Strategy. However, the Inspector had questioned their inclusion and it was possible that the sites would be removed from the Core Strategy and included in the Sites and Development Management Development Plan Document.

As a result of comments made by the Inspector, the District Council had prepared a schedule of changes to the Core Strategy, extracts of which were circulated to Members. This included changes to Policy CS11 – new housing land allocations and Policy CS12 - possible additional housing development to meet local housing need.

During the Examination, Cllr Clarke had been approached by the developer who has an option on the land west of Crow Lane who wished to open a dialogue with the Town Council to establish its expectations for the site. Although this approach was welcomed by Members, Cllr Clarke recommended that it would be prudent to await the Inspector’s Report, which was not expected until October 2009.

RESOLVED: That a meeting be arranged with the developer who has an option on the land west of Crow Lane, after the outcome of the Inspector’s Report is known, and that a member of the District Council’s Planning team be invited to advise on policy issues.

P/4670 Southampton Road Environmental Improvements

The Deputy Town Clerk reported that the exhibition had been attended by over 500 people and over 260 questionnaires had been completed. These were in the process of being evaluated, but initial results showed that there was overwhelming support for the scheme in principle and all elements within it were supported.

Cllr Wiseman expressed concern about the parking of delivery vehicles as she had recently experienced the road being blocked with three deliveries taking place at the same time. She felt that the impact of deliveries on the proposed scheme should be given more consideration.

Hampshire County Council now needed to seek the Town Council’s formal approval prior to moving on to the detailed design and implementation stage of the scheme. It was therefore

RESOLVED:

1) That firm proposals for the improvement scheme be considered at the next meeting of this Committee, with a recommendation to Full Council on 29th July;

and

2) That Christianne Strubbe, Principal Landscape Architect at Hampshire County Council be invited to the next meeting of the Committee to present the proposals.

P/4671 South East Dorset Transport Study

The Deputy Town Clerk informed Members that the public’s views were now being sought on the problems encountered when travelling around South East Dorset. It was noted that the Council was welcome to comment at this stage, although formal consultation with local authorities would be carried out at a later stage.

RESOLVED:

1) That the Council does not comment on the South East Dorset Transport Study at this stage;

but

2) That Members be encouraged to complete the questionnaire on an individual basis.

There being no further business, the Chairman closed the meeting at 4.05pm.
