P/4682 Apologies
The Deputy Town Clerk reported that apologies for absence had been received from Cllr Steele, Cllr Wiseman and Cllr J Terry.
P/4683 Declarations of Interest
There were none.
P/4684 Minutes of Previous Meeting
RESOLVED: That the Minutes of the Meeting held on 17th July 2009, having been
circulated, be approved and signed as a correct record.
P/4685 Planning Applications
Members considered planning applications in respect of periods ending 15th July, 22nd July, 29th July and 5th August 2009.
RESOLVED: That the observations summarised in Annex ‘A’ be submitted.
P/4686 New Forest National Park Housing
Members considered a request from New Forest National Park Authority for suggestions of potential sites for new housing for its Housing Land Availability Assessment.
Potential sites should be able to accommodate a minimum of two dwellings. Members had no knowledge of any sites within the part of the parish that falls within the National Park boundary.
RESOLVED: That no sites be put forward for consideration for housing development.
P/4687 Street Lighting In The Close
As part of the Southampton Road Environmental Improvements it had been proposed to improve street lighting both in The Close and Southampton Road. The works in Southampton Road would be carried out as part of the overall scheme.
However, an opportunity had arisen for the works in The Close to be carried out in advance.
Members had been consulted prior to the meeting regarding New Forest District Council proposals to install two new columns in The Close. These would be black 5m columns with hoop brackets and Karl Johan lanterns with black canopies. Column 5 would replace the existing column and column 4 would be new.
As there were no objections from Members, the proposals had been supported.
RESOLVED: That action taken to support District Council proposals to improve street lighting in The Close be approved.
P/4688 Eastfield Lane
Following concerns raised by a local resident about traffic speed and safety on the road, Members considered possible solutions to traffic problems in Eastfield Lane. The Chairman commented that the main problems on this road are during rush hour.
Whenever the Committee considers large planning applications in Eastfield Lane, Members raise concerns with the traffic engineers. However, the latter do not consider the accident rate to be serious enough to justify the cost and complexity of remedial measures, at the present time.
RESOLVED: That concerns about traffic problems in Eastfield Lane be noted and that if in future circumstances change, the topic be introduced into discussions at the traffic management liaison meeting with the District Council.
P/4689 Inn On The Furlong License
At the Full Council Meeting on 29th July (Minute C/4947), it was resolved that the Town Clerk be authorised to withdraw the objection to the application from Inn on the Furlong for variation of premises licence as detailed in Minute P/4679 - 17 July 2009. Information received after the original Meeting had alleviated Members’ concerns about noise disturbance and possible anti-social behaviour.
The Deputy Town Clerk informed Members that Martyn Powell, CCTV & Licensing Manager for the District Council, had been invited to give a talk at a future Committee meeting on the role of town and parish councils in licence applications.
RESOLVED: That action taken to withdraw the Town Council’s objection to the application from Inn on the Furlong for variation of premises licence be approved.
P/4690 Kings Arms Lane
Members noted that Hampshire Action Team proposed an experimental order making Kings Arms Lane one way southbound, but that there was no deadline.
The Deputy Town Clerk had been in contact with the relevant officer at New Forest District Council and reported that an informal consultation had been carried out, with no objections.
Therefore, the experimental order would go ahead, although no start date had been given. As this scheme had been in the programme for many years, Members were adamant that a definite start date should be agreed.
RESOLVED: That the District Council be requested to agree a start date for the
experimental order making Kings Arms Lane one way southbound.
There being no further business, the Chairman closed the meeting at 3.00pm.
