The Deputy Town Clerk reported that apologies for absence had been received from Cllr Mrs J Terry.
P/4692 Declarations of Interest
P/4694 Cllr Cole declared a personal interest in Application Number 09/94412 as the applicant is his nephew. Cllr Cole elected to leave the room and take no part in the consideration of this application.
P/4693 Minutes of Previous Meeting
RESOLVED: That the Minutes of the Meeting held on 14th August 2009, having been
circulated, be approved and signed as a correct record.
P/4694 Planning Applications
Members considered applications received for the periods ending 12th August, 19th August, 26th August and 2nd September.
P/4695 Land of 1 Narrow Lane, Poulner
This application was considered first as a member of the public, the agent for the applicant, was present.
Although the agent did not wish to make a statement, he agreed to answer Members’ questions. This application was for retention of a house and detached garage.
Members deplored the fact that this was a retrospective application, as the new house was different to the original building for which planning permission had been granted.
P/4694 Cllr Cole declared a personal interest in Application Number 09/94412 as the applicant is his nephew.
Cllr Cole elected to leave the room and take no part in the consideration of this application.
RESOLVED: That the observations summarised in Annex ‘A’ be submitted.
Cllr Wiseman left the meeting at 2.55pm, after consideration of application number 09/94343.
P/4695 Application for Variation of Premises Licence
Members considered action taken with regard to an Application for Variation of Premises Licence - Finn M'Couls - LICPR/05/00178 (Annex ‘B’ attached).
The Deputy Town Clerk reported that since the objection was made she had received a letter from the Licensing Officer; the application had been changed due to objections from residents.
Due to the number of objections, it was very likely that there would be a Hearing by the District Council Licensing Sub-Committee.
Please see Annex ‘B’:
Number (1) to remove the condition that “the patio shall not be used by customers after 23:00hrs” had been altered so that this condition would be amended to allow use of the patio until midnight on Friday and Saturday, Christmas Eve, St Patrick’s Day and Pedal Car Day and that a member of staff would oversee the patio from 11pm-12pm.
Number (2) would stay the same, providing carte blanche for live music indoors. Members felt that clarification was needed on the level of music allowed before and after 11pm and how this was monitored.
Number (3) had been withdrawn. Number (4) - to allow recorded music to be played outdoors until 23:00hrs on any day - had been amended to 12 times per annum and the finish time to 21:00hrs.
RESOLVED:
1) Members approved action taken with regard to an Application for Variation of Premises Licence - Finn M'Couls - LICPR/05/00178 (Annex ‘B’ attached);
2) That the amendments to Numbers (1) and (4) detailed above and withdrawal of Number (3) be accepted;
3) That Number (2) the objection to provision of carte blanche for live music indoors, be upheld;
4) That a recommendation be made that high quality sound-proofing be installed, due to the proximity of a number of residential properties;
and
5) That Cllr Steele and Cllr Woodifield be appointed to attend the District Council Hearing.
P/4696 Western Escarpment Conservation Area Management
The Deputy Town Clerk reported that the Steering Group meeting scheduled for 9th September had been cancelled due to staff changes at the National Park Authority.
RESOLVED: That the cancellation of the Steering Group meeting be noted.
P/4697 Bournemouth Airport
Members considered the Bournemouth Airport Draft Noise Action Plan Consultation which had been made available to view in the office or through the website: www.bournemouthairport.com.
RESOLVED:
1) That Bournemouth Airport Draft Noise Action Plan Consultation be noted;
and
2) That any concerns be addressed to Cllr Rippon-Swaine in his role as a County Councillor.
There being no further business, the Chairman closed the meeting at 4.00pm.
