P/4564 Minutes of Previous Meeting

RESOLVED: That the Minutes of the Meetings held on 23 May 2008, having been circulated, be approved and signed as a correct record.

P/4565 Planning Applications

Members considered planning applications in respect of periods ending 21 May, 28 May, 4 June and 11 June 2008.

RESOLVED: That the observations summarised in Annex ‘A’ be submitted.

Supplementary Agenda Item 6 (Proposed Sewage Outfall) was brought forward.

P/4566 Proposed Sewage Outfall

Members considered the proposal for a new outfall structure to be located further downstream of an existing outfall located on the Bickerley Mill Stream, a tributary of the River Avon, SSSI, at Ringwood Sewage Treatment Works. It was noted that consultation with Nature England had been completed, along with technical appraisals to ensure the viability of the proposal.

RESOLVED: That the proposed sewage outfall be supported.

P/4567 BT Payphones

Members considered proposals by BT to remove three payphones in the Ringwood area, and whether their removal would adversely affect residents or visitors. The Field Way (Southampton Road) payphone no. 01425 479071 has most use with 1309 annual calls. Payphone in Hightown Road (01425 474697) has 222 calls and Hangersley Hill (01425 479609) just 3 annual calls.

RESOLVED: That no objection be made to the removal of payphones in Hightown Road (01425 474697) and Hangersley Hill (01425 479609) which are rarely used, but that BT be asked to retain the Field Way payphone (01425 479071), which is well located and provides a useful community facility.

P/4568 Vodafone Mast

Members considered pre-application consultation from Vodafone on proposals for a replacement mast at Stag Business Park.

RESOLVED: That no objections be made at present but that the formal application be carefully considered in due course, taking account of any further information or representations received.

P/4569 Proposed Extraction of Sand & Gravel

Members considered the amended planning application from Tarmac Ltd for extraction of sand and gravel at Plumley Wood and associated development proposals at Burnt Hill Quarry and Blashford Quarry. Tarmac Ltd have taken major steps following the previous criticisms of their proposals, providing details of the eight alternative sites considered for the washing plant and why these were rejected, and with measures to diminish noise and dust by acoustical cladding of the washing plant and the conveyor. In addition, the proposed timescale for quarrying work has been reduced, with ecological restoration management to follow. However, no consideration has been given to previous concerns on access and traffic.

RESOLVED:

1) That significant moves by Tarmac to reduce the impact on local residents of the proposed washing plant be noted;

2) That the Town Council’s concerns previously raised over Harbridge Drove access and heavy traffic, having not been addressed, be re-submitted.

The Chairman closed the meeting at 3.47pm.
