Report by County Councillor Nigel Clarke (HCC Report no. 22)
Introduction:
I have attended since my last report:
Transport in the Community Scrutiny Group – a further meeting to clarify our key questions for public comment, we struggled but got their in the end;
Attended a further cabinet briefing meeting, which featured:
the County’s proposals for identifying internal accelerated training & work experience,
proposals for a Transport Tariff system as part of a S106 Agreement (based on a capital sum per bed space or 100m2 of commercial space) in lieu of the Governments Planning Gain Supplement;
a review of Older People Wellbeing Projects
& the Corporate Assessment update – some concern on the quality & focus of our Review & Scrutiny Committees;
Two consultations with the leader on issues affecting the New Forest – future direction of travel for the Arts Centres & rationalisation of sub standard care homes in the North & South of the County;
A group meeting focussed mainly on long service awards – Alan Rice was one, annual dues & election for various posts.
Other activities:
Attended a meeting of Community First New Forest where a presentation was given on Community Transport – a very popular topic & the concerns caused by the move to three year competitive tendering;
Attended the New Forest Consultative Committee in Lyndhurst where amongst others I gave a presentation on the function & aspirations of the New Forest Hampshire Action Team. I was in competition with proposals for removing many of the Enclosures from the Forest & a talk on butterflies & moths – visually I was not so spectacular.
