of Interest
Cllr Chard declared a personal but non-prejudicial interest in Planning Application Number 87911 and left the room during discussion of this item.
P/4328 Minutes
of Previous Meeting
RESOLVED: That the minutes of the meeting held on 26th May, having been circulated, were approved and signed as a correct record.
With the agreement of the Committee, planning application number 87911 was considered next for the benefit of members of public present (see Annex ‘B’ for observation). Cllr Chard left the room during discussion of this item.
P/4329 Bus Shelter – Southampton Road, Poulner
Members considered the Deputy Town Clerk’s report (Annex ‘A’) and discussed whether or not to replace the bus shelter in Southampton Road, Poulner following its demolition in October 2005 as a result of repeated attacks of arson and vandalism.
It was agreed that there was a need to balance the need for an adequate bus shelter against the detrimental effect on close neighbours if the shelter once again became a focal point for groups of youngsters. It was felt that the basic shelter that had been recommended would provide little protection from the elements and therefore would not reflect good value for money. It was also noted that the general feeling amongst people in the area was against the replacement of the shelter because of the nuisance to neighbours.
RESOLVED:
1) That the bus shelter in Southampton Road, Poulner be not replaced.
2) That a robust seat be provided at the bus stop.
3) That the Deputy Town Clerk be authorised to purchase a suitable seat, in consultation with the Chairman and Vice-Chairman of the Committee.
P/4330 Hampshire Minerals and Waste Development Framework - Strategy
Members considered a consultation document from Hampshire County Council and noted that the core Planning Strategy of the Hampshire Minerals and Waste Development Framework had been submitted to Government.
RESOLVED: That the Strategy be supported but that no further comments be made at this stage.
P/4331 Hampshire Highways
Members considered a Hampshire Highways questionnaire to Parish Councils regarding roads and footpaths.
RESOLVED: That the Chairman of the Committee and Cllr Chard, as the leader of the Transport and Accessibility Topic Group, be authorised to complete the questionnaire.
P/4332 Appeal by Sainsburys Supermarket Ltd
It was noted that Sainsburys Supermarket Ltd had lodged an Appeal against New Forest District Council’s decision to refuse the application for a fascia sign at the Meeting House Shopping Centre (Planning Application Number 86837 refers). The Town Council had recommended that this application be granted permission.
RESOLVED: That the Town Council make no further comments on the Appeal by Sainsburys Supermarket Ltd.
P/4333 Planning Applications Considered
Planning applications in respect of periods ending 23rd and 30th May and 6th & 13th June 2006 were considered.
RESOLVED: That the observations as shown in Annex ‘B’ be submitted.
