6. Annual Return For The Year Ended 31st March 2009
To note that the Audit Commission’s certificate has been received for the Annual Return for the year ended 31st March 2009, and that all relevant legislation and regulatory requirements have been met. The Audit Commission does refer to the internal auditor’s recommendations, an update report on which will be brought to the November meeting of this Committee.
7. Budget Strategy 2010/11 to 2013/14
To consider the Finance Manager’s report (Report C).
8. Ringwood Festival
a. To receive minutes of the meeting of the Ringwood Festival Steering Committee held on 5th October and approve proposals therein (Report D)
b. To appoint a replacement for Cllr Woodifield on the Steering Committee
9. Christmas Free Car Parking Trial
Further to a request from New Forest District Council, to nominate a date in December for one afternoon free parking to encourage Christmas shoppers
10. Members Allowances
To consider the District Council’s Independent Remuneration Panel review of the Allowance Scheme and how this affects the Town Council’s allowances
11. Southampton Road Environmental Improvements
To consider ownerships and responsibilities for maintenance of street furniture and features following completion of the scheme for Southampton Road (Report E)
12. Police Community Support Officers
At its July meeting, the Committee agreed to renew the agreement in respect of PCSOs for a further two years. At that time, it was understood the fee would continue at the existing level of £6,000 p.a.
The Council has now been notified that the annual costs have increased to £7,000 p.a. Members are requested to consider whether to authorise continuance of the agreement at the higher charge.
13. Jubilee Lamp
a) To note that the Jubilee Lamp cannot now be included on an Annual Maintenance Contract in its current state and to approve interim arrangements for its maintenance
b) To approve the appointment and membership of a Working Group, to include councillors, to investigate and make recommendations on a refurbishment scheme for the Jubilee Lamp and to consider inclusion of other Market Place facilities within the remit of the Working Group
14. Hampshire County Council "Charter" With Local Councils
To consider the Town Clerk’s report (Report F)
15. District Council Accessible Services
New Forest District Council’s survey on accessibility of services is aimed at individuals and Members may wish to complete this in their personal capacity.
However, there are two general issues within the questionnaire (Report G) on which the Committee may wish to respond as representatives of Ringwood residents:
Q2) telephone contact, on which the Council has previously made representations,
and
Q16) which suggests information can be delivered by post offices and supermarkets.
16. Empowered Community Conference
To invite Members to attend the NALC Larger Councils’ Conference and Exhibition on 2nd December at the Royal National Hotel, London
17. Green Paper On Care
Town councils have no direct responsibilities for the types of care and support issues covered by this Green Paper; those responsibilities reside with County and Unitary authorities.
However, Members may consider that an important part of their role is to represent people's views at grass roots level on any issues that may affect the well being of residents.
The Committee is asked to consider whether it wishes to respond to the consultation questions as the representative body for the Town (Report H).

To consider whether a CGR relating to Boundaries and Electoral Arrangements is required for Ringwood (Report I)
