PUBLIC PARTICIPATION:

*The meeting will be preceded by a public participation period of up to 10 minutes at 7.00pm.  If no member of the public wishes to speak to the Council, the meeting will start at 7.00pm.

Members of the public are entitled to speak on individual items on the public agenda in accordance with the Council’s public participation scheme.

A G E N D A

1. To approve as a correct record the Minutes of the meeting held on 20th February 2008

2. Financial Reports (attached):

a) To receive and authorise list of payments made on Imprest Account in February 2008

b) To receive and authorise list of Petty Cash payments for February 2008

c) To receive Statement of Town Council Balances

d) To authorise Inter Account Transfers

e) To note the Finance Manager’s report and receive Summary Budget Reports for period April 2007 to February 2008 (attached)

3. Grant Aid

To consider the following applications for grant aid (attached):

i) New Forest North Citizens Advice Bureau

ii) Ringwood & Fordingbridge Talking News

iii) Hampshire Constabulary – “Walk of Art”

4. Members’ Allowances

To consider increasing the annual basic allowance from £637 to £666. This represents an increase of 4.3% as agreed by the District Council.

5. Carvers Recreation Ground – Drop In Centre

To consider recommendation from Recreation, Leisure & Open Spaces Committee that the conditional grant from the New Forest Community Safety Partnership in the sum of £2,500 be not accepted (Minute OS/4981 attached)

6. Town Plan

i) To consider recommendations from the Town Plan Coordinating Committee to be held on 17th March 2008

ii) The cost of printing, publishing and launching the Town Plan will exceed the current year’s budget. However, funds within Provisions have been earmarked for the Town Plan and the Committee is requested to approve the release of some of these funds to cover costs.

7. Ringwood Festival

To receive minutes of the meeting of the Ringwood Festival Steering Committee held on 10th March 2008 and approve proposals therein (attached)

8. Schedule of Meetings

To approve Schedule of Meetings for the period June 2008 to May 2009 (attached). Note that Recreation, Leisure & Open Spaces Committee will be held on the first Wednesday, Policy & Finance Committee on the second Wednesday and Full Council on the last Wednesday of each month.

9. Election

To note date of election for Ringwood South Ward

10. Working Parties

To consider increasing membership of the Fair Trade and Christmas Lights Working Parties

11. Petition to ‘Save Parish Councils’

To consider a request from a Parish Councillor in Cambridgeshire to support a petition for a reduction in bureaucracy and paperwork (attached)

12. Driving and Mobile Phones Policy

To approve the Driving and Mobile Phones Policy (attached)

13. EXCLUSION OF PUBLIC AND PRESS

14. Mount Pleasant Lane

To consider Counsel’s opinion
