A meeting of the above Committee will be held at “Greenways”, 71 Christchurch Road on Wednesday 30th May 2007 at 7.00pm*, or at the conclusion of the public participation period at 7.10pm, and your attendance is requested.

1. To approve as a correct record the Minutes of the meetings held on 18th April and 16th May 2007

2. Financial Reports (attached):

a) To receive and authorise list of payments made on Imprest Account in April 2007
b) To receive and authorise list of Petty Cash payments for April 2007
c) To receive Statement of Town Council Balances
d) To authorise Inter Account Transfers

3. Lloyds TSB Bank Accounts Signatories

Following the elections held on 3rd May 2007, it is necessary to make changes to the list of authorised signatories for the Council’s bank accounts. It is recommended that the former Councillors N W Light, P Chambers and Mrs V A Sullivan are deleted from the authorised bank signatories list, and that new Councillor J D Heron is added to the list. The effect of this will be that all members of the Policy & Finance Committee are authorised signatories for the Council’s bank accounts.

4. Ringwood Meeting House Association

To consider release of the previously agreed contribution of £2,500

5. Grant Aid

To consider the following applications for grant aid (attached):
i) Salterns Playscheme
ii) U-Nite Club
iii) New Forest Disability Information Service

6. Financial References from Committees

i) To consider request for approval of a supplementary estimate of £1,000 for the installation of movement sensitive lighting to protect the Council’s pavilion.
ii) In light of the Ringwood Lawn Tennis Club folding, to consider the means of dealing with their outstanding debt of £1,050 for ground work undertaken in 2006/07 and any costs incurred in 2007/08.
iii) To consider the financial implications of introducing non exclusive arrangements for use of the grass courts and removal of the wooden tennis pavilion.

7. Public Participation

To consider adopting a procedure for public participation at Council meetings, that will also enable members with a prejudicial interest to speak on items, in line with the Code of Conduct (Town Clerk’s report attached)

8. Student Advisors

To consider the Town Clerk’s report (attached)

9. Members Training

To consider authorising attendance at Core Training for Councillors organised by HAPTC

10. Investigations into possible development in the South West Corner of the Furlong Car Park

To receive oral report on work undertaken and proposed consultation arrangements

11. Signage Project Group

To consider any matters arising from the Signage Project Group meeting held on 24th May 2007

12. Ringwood Festival

To receive minutes of the meeting of the Ringwood Festival Steering Committee held on 8th and 14th May 2007 (attached)

13. Town Council Newsletter

To consider arrangements for the distribution of newsletters and authorise invitations of tender for an annual contract

14. Public Notice Boards

To consider petition requesting that the Town Council’s public notice board be increased in size, re-sited and protected

15. Distribution of Correspondence by Email

To note administrative arrangements for dealing with correspondence by email

16. NALC Conference and Exhibition, Bournemouth International Centre, 5 – 7 October 2007

i) To consider appointing delegates to attend this Conference
ii) To consider whether to submit any topical motions for debate at the Conference

17. EXCLUSION OF PUBLIC AND PRESS

18. Hampshire Association of Parish and Town Councils (HAPTC) continuing relationship with National Association of Local Councils (NALC)
