A meeting of the above Committee will be held at “Greenways”, 71 Christchurch Road on Wednesday 19th September 2007 at 7.00pm*, or at the conclusion of the public participation period at 7.10pm, and your attendance is requested.

*The meeting will be preceded by a public participation period of up to 10 minutes at 7.00pm.  If no member of the public wishes to speak to the Council, the meeting will start at 7.00pm.

1. To approve as a correct record the Minutes of the meeting held on 18th July 2007

2. Financial Reports (attached):

a) To receive and authorise list of payments made on Imprest Account in July and August 2007

b) To receive and authorise list of Petty Cash payments for July and August 2007

c) To receive Statement of Town Council Balances

d) To authorise Inter Account Transfers

e) To note the Finance Manager’s report and receive Summary Budget Reports for period April to August 2007

3. Financial References from Committees

To consider recommendations from Recreation, Leisure & Open Spaces Committee to write off two debts owed by Ringwood Lawn Tennis Club and to meet direct costs and loss of income for tennis facilities from the General Reserve (OS/4933 refers)

4. Grant Aid

To consider the following applications for grant aid (attached):

i) Farming and Wildlife Advisory Group
ii) New Forest Access For All
iii) It’s Your Choice
iv) Ringwood Debt Advice Centre

5. Shopwatch

To reconsider request for financial contribution, following receipt of further information on support from traders

6. Appointment to Committees

To consider the appointment of Cllr Peter Chambers to committees. He has requested that he be appointed to the Recreation, Leisure & Open Spaces Committee, Christmas Lights Working Party and Web Site Sub-Committee. To facilitate the appointments, one member will have to stand down from Recreation Committee or the Council will need to agree to increase the membership of that Committee. In considering this issue, members are reminded that Cllr Mrs Wiseman does still wish to serve on Planning, Town & Environment Committee.

7. Student Advisors

To receive report on implementation of appointment of student advisors following the Working Party’s meeting with the Assistant Headteacher of Ringwood School and to note the names of the students undertaking these roles

8. Review of Polling Districts and Polling Places

To consider responding to a review being carried out by New Forest District Council (information previously circulated)

9. Emergency Planning

During the recent period of heavy rainfall, some members of the public enquired about emergency arrangements within the town. Details of the District’s arrangements have been circulated to members. The Committee is invited to consider whether it should establish a small working party of volunteers to complete an Emergency Plan template for the town.

10. Disability Discrimination Act

To receive an update on the programme of works for provision of disabled faculties, for example, reserved parking space at offices

11. Hampshire Association of Parish and Town Councils

To agree a response to the resolutions to be considered at the AGM on 13th October and appoint a second Member to attend (attached)

12. Ringwood Festival

To receive minutes of the meeting of the Ringwood Festival Steering Committee held on 10th September 2007 and approve proposals therein (attached)

13. Farmers Markets

To note the proposed dates for Farmers Markets in Ringwood in 2008

14. Environment Agency’s Flood Warden Seminar

To consider authorising Cllr Cole to attend the annual Flood Warden Seminar in Gillingham on 9th October 2007 and to pay his reasonable travel expenses

15. Air Training Corps Civilian Committee

To consider authorising one Member to attend the next meeting at 7.30pm on Tuesday 25th September in Fordingbridge

17. Financial Strategy 2008/09 to 2011/12

To consider the Town Clerk’s report (attached)

18. Staffing

To receive report from Town Clerk on proposals for reallocation of duties following resignation of Support Services Assistant

To receive an update on the present position
