A meeting of the above Committee will be held at “Greenways”, 71 Christchurch Road on Wednesday 18th April 2007 at 7.00pm*, or at the conclusion of the public participation period at 7.10pm, and your attendance is requested.

*The meeting will be preceded by a public participation period of up to 10 minutes at 7.00pm.  If no member of the public wishes to speak to the Council, the meeting will start at 7.00pm.

2. To receive Declarations of Interest

3. To approve as a correct record the Minutes of the meeting held on 21st March 2007

4. Financial Reports (attached):

a) To receive and authorise list of payments made on Imprest Account in March 2007

b) To receive and authorise list of Petty Cash payments for March 2007

c) To receive Statement of Town Council Balances

d) To note that no Inter Account Transfers are required

e) To note the Finance Manager’s report and receive Summary Budget Reports for period April 2006 to March 2007

5.Grant Aid

To consider the following applications for grant aid (attached):


i) Ringwood and Burley Band

ii) Avon Valley Concerts

iii) Vitalise

iv) Southampton Samaritans

6.Members’ Allowances

To consider increasing the annual basic allowance from £618 to £637. This represents an increase of 3.2% as agreed by the District Council. This increase has been provided for in the approved budget for 2007/08.

7.Ringwood School – Achievement Awards

To consider sponsoring the Head of Year Awards at a cost of £120. There is also an opportunity to sponsor a perpetual shield and replica shield at a cost of £53.


8.The Rotary Club of Ringwood

To consider advertising in a commemorative magazine to celebrate 60 years of Rotary in Ringwood. Note – a ¼ page advert in the A4 magazine would cost £195.


9. Society of Local Council Clerks – National Conference

To authorise the Town Clerk’s attendance at this conference to be held in Coventry from 26th to 28th October 2007

10. South East Employers Event – Enhancing Local Democracy

To consider whether to appoint a member or officer to attend this event to be held in London on 28th June 2007, at a cost of £190 plus travel costs

11. Ringwood Festival

To receive minutes of the meetings of the Ringwood Festival Steering Committee held on 19th March and 10th April 2007 (attached)

12. Village 30 Programme

To consider submitting an ‘Expression of Interest’ in the County Council’s Village 30 Programme, which gives all villages the opportunity to be considered for 30mph speed limits

13. Committee Meetings 2007/08

To agree Schedule of Committee Meetings for the period June 2007 to May 2008 (attached)

14. Climate Change

To note that the County Council has set up a Commission of Inquiry on Climate Change and is inviting the submission of written evidence on key issues and challenges. Issues should relate to how Hampshire’s communities, infrastructure or services will be affected by climate change and how they can be made more resilient against these impacts.

To consider use of Town Crest

17. Council Vehicle

To consider recommendation from the Recreation, Leisure & Open Spaces Committee to purchase the Nissan Cabstar on the expiry of the lease

18. Local Government Pension Scheme

To consider amending the Council’s discretionary policy with regard to transfer of previous pension rights

19. Mount Pleasant Lane

To receive further report on Council’s position.
